为了从根本上解决改革开放40年来大部制行政体制改革"精简-膨胀-再精简-再膨胀"的恶性循环现象,党的十九大报告强调,深化机构和行政体制改革。基于此,首先,通过文献分析方法,梳理改革开放40年来8次大部制行政体制改革的既有研究成果;其次,展示改革开放40年来8次大部制行政体制改革的历程;最后,提出深化大部制行政体制改革的思考,通过大部制行政体制改革要时刻服务于国家战略、转变政府职能来满足人民群众的需求、始终坚持效率与公平平衡的价值取向、树立正确的大部制行政体制改革理念等途径更好地推动行政体制改革。
