基于非洲安全问题上的中欧政策比较研究

Comparative Studies between Chinese and European Policies Concerning African Security

中国与欧盟在非洲是有共同利益的,这个共同的利益就是非洲的和平与发展。而对于维护非洲的和平与稳定这样一个话题来说,很明显中国与欧盟的利益基本是一致的,中欧对于推动建立和平与稳定的非洲都拥有坚定的意志,在政策层面都有了相应的安排,只不过在对非安全合作的领导权和话语权上,各自拥有不同的诉求。中国在这一地区拥有非常重要的国家利益,因此参与该地区国际层面的合作,并拥有与其实力相配的领导权和话语权是中国的核心诉求。所以与包括法国在内的欧盟等国际行为体开展任何层面上的合作的前提,就是对中国核心诉求的尊重与理解。

China and Europe have common interests in Africa,namely,the peace and development of Europe.Both China and Europe are strongly determined to promote a peaceful and stable African and have made correspondent arrangement in policies,but they have their own requests in the leadership and discourse power off security cooperation with Africa.China has extremely important national interests in Africa,so its core request is to participate in the international cooperation in Africa and has the leadership and discourse power matching its position.Hence,respect and understanding of China's core request is the precondition for China to cooperate with international agencies such as European Union,of which French is a member.
