The procedure verdict is a procedure platform to control the abuse of rights and to carry through the saving of rights.It functions mainly as the followings:to realize the judicial review before using the power of investigation and judicial punishment after the power being ahused;to control the ahuse of faculta jurisdictions to a certain degree;to fulfill the saving of rights of suspected criminals and the accused;to improve the effectiveness of criminal procedure.
