坚持以人为本 建设生态文明

On the Construction of People-Oriented Ecological Civilization

作为中国特色社会主义"五位一体"总体布局的重要组成部分,生态文明建设必须坚持以人为本。生态文明建设中的以人为本,不是简单地以个人为本,也不同于我国传统文化中的以民为本,更不是人类中心主义或生态中心主义,而是以现实的人和现实的自然为本,它着重于回答和解决生态文明建设依靠谁和为了谁的问题。资源生态环境危机,归根结底是人的危机,人类只有持续认识自我,能动地把握现实,才能推动以人为本在生态文明实践中的落实。要从最广大人民的根本利益出发做好建设生态文明政策的顶层设计,切实增强人民群众生态文明建设意识,在以人为本基础上形成推动生态文明建设的强大合力。

As an important part of 'Five in One'of the overall arrangements for the socialism with Chinese characteristics,the construction of ecological civilization must adhere to the people-oriented concept. 'People'in the 'people- oriented'here refers to man and nature in reality—— the practitioner and beneficiary of the ecological civilization construction; rather than'people'in the traditional people-oriented ideology,or in the concepts like anthropocentrism and ecocentrism. The crisis of ecological environment and resources is fundamentally the crisis of human being. Only when mankind is able to get an objective and continuous understanding of itself,and grasp the reality actively,can people-oriented concept be fully implemented in the course of ecological civilization construction. In the process of policy making,the fundamental interests of the people should be given high priority while people's consciousness of ecological civilization construction be enhanced. In this way,strong joint forces will be formed to promote the construction of ecological civilization.
