民初资产阶级地方自治是中国近代政治现代化的一个阶梯,是中国早期资产阶级的公民意识和政治参与水平的一项政治成就。但民初资产阶级地方自治,在一个生产力发展水平低、民主政治环境差、资产阶级政治地位不高以及国民教育普及率极低的落后国家,地方自治运动的发展水平是不会太高的。代议选举水平、地方行政管理水平、国民参政意识水准以及中央与地方的关系四方面构成了资产阶级地方自治的评价体系。

The local autonomy in the first few years of Min Guo is a step of Chinese political modernization in Modern times. From the changes of the great movements of local autonomy,we can analyse the evaluation system and restricted factors of the local autonomy held by the bourgeoisie in Chinese modern times. It still has a historical significance and realistic significance nowadays. 
