摘要
十六大报告是执政为民的伟大宣言。党的执政地位的合法性要以先进性来保证,先进性要通过执政为民来体现,这就要把发展作为执政兴国的第一要务,实践"三个代表",并把"三个代表"作为检验执政为民的标准。
The thought of being power for the people in the report of the 16th National Congress of Communist Party of China marks that the transition from a revolutionary party to one being in power,which needs the change of not only its form but also its contents. The legitimacy of the partys position of being in power must be guaranteed by its progressiveness,which has to be reflected by holding power for the people. And theis mades it obvious that development is the most important factor to strengthen our country,and this demands our party to carry out 'The Three Representatives' and regard it as criterion to test the practice.
