摘要
改革开放以来 ,围绕国有企业改革采取了一系列改革举措 ,但未能收到预期效果。根本原因在于未进一步涉及有关体制及机制的深层次改革。只有从资产管理体制、企业经营者人事管理制度、法人治理结构、企业办社会职能等方面 ,研究和提出具体的改革对策 ,才能真正转换企业经营机制 ,有效地增强企业活力 。
Since the opening and reforming began,a series of measures have been taken to reform the state run enterprises,but they failed to produce the results as expected.The basic cause is that those moves did not involve the deeper going reformation of the system and mechanism.The article is going to put forward some concret reforming measures directing against such respects as the system of management of the assets,the system of personnel management on the part of the enterprise administrators,the structure of the legal representatives administration,the function of enterprises running societies,etc..These measures are to be discussed concretely in the hope that they would be put into practice in transforming the enterprise operation mechanism and effectively increasing the vitality of enterprises,so as to meet the objective needs in the intense competition,after Chinas entry of WTO,between enterprises,domestic and foreign.
