风险投资的本质特征是冒险、创新、竞争和资本运营。我国现行以政府为主导的风险投资显然与其运作的内在要求相悖。本文论述了我国风险投资市场主体角色由政府向民间资本转变的必然性 ,剖析了当前阻碍民间资本进入风险投资领域的制度因素 ,并就政府如何转换职能 ,积极地扶持和发展民营风险投资提出相应的对策与建议。
