This paper overviews the classification and development of modern English phonetic system.Briefly analyses the disor der in primary and middle schools'English teaching and comes up with some normalized proposals.English educators and learn ers should pay more attention to it,utilizing relatively normalized phonetic system in teaching to promote the greater progress of China's English education.
