Based on a series of documents, it is analyzed comprehensively how effective American school bus system is and the reason for such an effective system. American school bus system is effective on the two aspects: first, it is an easy and safe access for children between home and school; second, it is an extension of school education to help cultivate good manners and independence of children. And this effectiveness is attributed to the protection and supervision of federal laws and regulations, national organizations for school buses to implement the system effectively, school districts’direct management and media’s concern.
