The conceptions of Vague sets and its properties were analyzed and the relationship between the Vague sets and the Fuzzy sets was illustrated. The results of the analysis of voting model indicated that the neutrals have some kinds of tendency, and the tendency was decided by the ratio of the amount of the supporter to that of the objector. A specific transformation method was represented, on which the definition of fuzzy entropy of Vague sets was based.
