西部边疆少数民族地区电子参与发展报告

A report on the development of electronic participation methods in western China’s minority areas

电子参与能够帮助公众更广泛、更及时地参与到政府制定政策的过程中,是中国建立健全新的社会治理模式的重要路径之一。对于中国西部边疆少数民族地区,电子参与更有着重要的实际意义,新的通信形式不仅能够突破地理交通的限制,也有助于提升当地政府的服务和协调能力,为公众和政府的互动提供技术支持。除西藏个别地区之外,各地区政府均强化了信息供给服务,政府信息公开走向规范化。但是各个城市针对少数民族特色的信息服务(主要是语言和宗教)还可进一步挖掘。此外,电子参与得到积极尝试,但其深度、广度仍然有限。

Electronic participation can help the public in a timely manner to get broadly involved in the process of government policy.It represents one of the important paths to establish and perfect the new social governance model of China.For the frontier minority areas in western China,electronic participation has a high practical significance.The new forms of communication can not only break through the limitations of geographic distance and difficult traffic conditions,but also help to improve the services of local governments and their coordination capacity and thus provide technical support for the interaction between the public and the government.With the exception of some districts in Tibet,all the local governments are strengthening their news service and standardizing the public announcement of government information.The cities'specific information services on ethnic issues(mainly linguistic and religious)still offers much space for improvement.Besides,the electronic participation is a proactive endeavor,even though its scope is still limited.
