在洛克的政府论逻辑中,政府解体是政府产生、发展的最后一环,既是对民主宪政的最后守护,也是新政权产生的起点。本文系统梳理、研究洛克关于政府解体的概念、情形、后果与救济的思想,并指出由于立场和时代的局限性,洛克的政府解体理论,既有革命的一面也有保守的一面,反抗暴政作为民主宪政的最后维系,应成为政治社会的共识并由宪法进行保障,赋予民众充分的合法反抗权利和途径,是避免暴力反抗政府的最好手段。

In the logic of Rock on government,the collapse of a government is the last step in the course of its foundation and development,which is both the last guardian of democracy and constitution-alism and the starting point of a new regime.This paper systematically cards and studies Rock's thoughts on the collapse of a government in concept,situation,consequence and relief and points out that due to the limitation of the position and age,Rock's theory of government disintegration,has both the revolu-tionary side and conservative side,with going against tyranny as the last stage to maintain the democrat-ic constitutionalism,which should become a political and social consensus to safeguard the legitimate rights and the empowerment of the masses by the constitution,and it is the best means to avoid violence against the government.
