摘要
"规范"体现了资助的实用性本质,"发展"体现了资助的目的性本质,高校学生资助对学生"规范"倾向明显,而"发展"功能发挥不足,表现了一定的非均衡性。从公正化的制度观、民主化的管理观、综合性的结构观、发展性的功能观、创新性的实施观等维度出发构建五位一体的发展型资助体系,促使资助迈向均衡发展,是当前高校学生资助工作发展的重要着眼点。
' Restriction' embodies the instrumental essence of aid,while 'development' reflects the purposeful essence of aid.College students aid work shows the imbalance because it has obvious tendency of restriction and it lacks the function of development.From the requirement of the fair system,democratic management,integrated structure,the function of development,innovative implementation,to build five-in-one developmental aid system is needed,which is the appeal from modern aid for balanced development,and also the key of the development of college students aid work.
