北京市西城区四合院挂牌保护院落调查研究

A Study on the Listed Xicheng Courtyard in Beijing

四合院保护是北京市落实《北京城市总体规划(2016—2035)》提出"推动老城整体保护与复兴、建设承载中华优秀传统文化代表地区要求"的重要课题。与文物和文化保护区保护不同,四合院挂牌保护院落尚未制定完整的法规与管理规定,保护形势更为严峻。该文以北京市西城区四合院挂牌保护院落为例,通过调查研究梳理现状特点,分析四合院挂牌保护院落在使用与管理中存在的主要问题,旨在为制定并逐步完善四合院挂牌保护院落的有关政策,进一步明确保护院落的法律地位、建立保护院落的管理规定,健全保护院落的管理程序提供理论支撑与科学依据。

The protection of Siheyuan is an important subject for Beijing to implement the 《Beijing Urban Master Plan(2016-2035)》, which proposes 'to promote the overall protection and revival of the old city and to build the regional requirements for the representative of Chinese outstanding traditional culture'. Different from the protection of cultural relics and cultural protection areas, the courtyards(Siheyuan)have not yet established complete regulations and management regulations, and the protection situation is even more severe. Taking the Listed Xicheng Courtyard in Beijing as an example, we analyze the status quo and the main problems in the use and management of the listed protection courtyard, aiming at formulating and gradually improving the policies for the protection of the listed protection courtyards.Further aiming at clarifying the legal status of the listed protection courtyards, establishing management regulations for the listed protection courtyards, and providing theoretical support and scientific basis for the management procedures.
