突发公共事件网络舆情协同治理机制建构研究

Research on Institutional Building of Collaborative Governance for Crisis Online Public Opinion in China

伴随互联网技术的蓬勃发展,网络舆情治理面临不可估量的难题和挑战。本文从分析政府处置应对突发事件网络舆情的业务流程入手,对现有网络舆情信息采集与分析、部门职权划分、政策工具使用以及社会力量参与等方面的问题进行剖析,并结合对网络舆情协同治理中的难点问题分析,研究数据、工具和决策业务流程重组三者构成的突发事件网络舆情协同治理机制,形成多主体协同治理。

With the vigorous development of Internet technology,the emergence of new media makes the government face inestimable problems and challenges on the governance of online public opinion. This paper studies the emergency public opinion collaborative governance model,and examines the gathering and analysis of the emergency network public opinion,division of responsibilities and powers of different government sections,the usage of policy tools and participation of social powers. Along with the analysis of difficulties of the collaborative governance on the online public opinion,it studies the multi-agent coordinated governance model with research data,tools and decision procedures reorganization.
