贫困问题的文化和伦理审视

Examining Poverty from the Cultural and Ethical Perspective

"贫困"与"文化"之间有着千丝万缕的联系。贫困问题及其发展必然会导致文化的贫困;反之,文化的贫困和贫困文化也会加剧贫困、反道德等各种社会问题。这要求我们必须具有从文化和伦理视域审视贫困问题的理论意识与学术自觉。本文在对贫困问题、文化贫困、贫困文化与贫困阶层这四者之间相对应的作用关系作出考察后,提出了消除文化贫困和贫困文化对贫困阶层影响的基本策略:大力发展贫困地区的经济为消除贫困文化奠定物质基础;科学推进贫困地区的教育、科学与文化事业为消除贫困文化提供保障;有效促进社会融合为消除贫困文化重塑人文环境;注重发挥民间组织的志愿服务功能为消除贫困文化起助推作用。

'Poverty' and 'culture' are inextricably linked together. Poverty and its development will inevitably lead to cultural poverty;on the contrary, cultural poverty and poverty culture will also aggravate poverty, anti-moral and other social problems. This requires us to have the theoretical consciousness and academic consciousness of examining poverty from the cultural and ethical perspective. After investigating the corresponding relationship among poverty, cultural poverty, poverty culture and poverty stratum, this paper puts forward the basic strategies for eliminating the influence of cultural poverty and poverty culture on poverty stratum: vigorously developing the economy of poverty-stricken areas to lay a material foundation for eliminating poverty culture, scientifically promoting education, science and culture in poverty-stricken areas to guarantee the elimination of poverty culture, effectively promoting social integration to rebuild humanistic environment to eradicate poverty culture, emphasizing the volunteer service function of non-governmental organizations to accelerate the process of eradicating poverty culture.
