从宏观的角度分析,提出建设"数字黄河"工程,以信息化促进黄河治理开发与管理现代化;从实际出发,提出了治黄通信工程建设规划应注意的问题和通信工程建设工作的重点,指出基础平台必须统一规划、统一建设,要把遥感技术广泛应用于治黄工作之中。

The paper puts forward building 'A Digital Yellow River' and promoting modernization of the Yellow River management and development by means of informationization based on macro analysis. It also puts forward the points for attention in communication project planning and focal points for building communication projects in the Yellow River management proceeding from actual conditions. It points out the foundation platform should be planned and established in a unified way and remote sensing technology should be widely applied to the work of the Yellow River management.
