试论抗日战争时期的减租减息政策

Discuss on the Policy of Reduction of Rent and Interest During the Anti-Japanese War

减租减息是中国共产党在中日民族矛盾上升为主要矛盾的情况下实行的土地政策,其内容包括两方面:一方面要求地主、债主适当地减租减息,另一方面要求农民必须交租交息。这一政策的实行使解放区农村阶级关系和土地占有关系发生了重大变化;改造和巩固了农村各级政权,促进了抗日民族统一战线的巩固和扩大;改善了农民的生活,激发了农民抗日和生产的积极性,为抗战胜利奠定了雄厚的群众基础和物质基础。

Reduction of rent and interest was the Chinese Commmunist Party′s agrarian policy on the condition that the contradiction between the Chinese and the Japanese nation became the principal contradiction.This policy contains two aspects: 1 It requied the landlords and the creditors properly to reduce rent interest 2 It required the peasants to pay rent and interest.This policy brought a great change between the relationship of classes and the ownership of the lands in the countryside of the liberated area.It reformed and consolidated the power of different levels in the countryside consolidated and enlarged the united front of the resistance to Japan improved the life of the peasants arouse the peasants′enthusiasm for resistance to Japan and for farm work and provided a rich masses′base and material base for winning the Anti-Japanese War.
