当前,贫困地区存在基层组织行政职能弱化、土地流转困难、精神文明建设不力、经济结构调整缓慢、弱势群体生活困难等问题,严重制约着贫困地区经济和社会的发展。转变基层干部工作方式和工作作风、加快土地流转、加强精神文明建设,扶持"龙头企业"和科技示范户、处理好扶贫三个层次问题是贫困地区走出困境的关键所在。
