试论中国人力资本市场的发展

On the Development of the Human Capital Market in China

目前中国的人力资本市场建设明显滞后于市场化改革的整体进程 ,尽快建立并完善人力资本市场 ,是实现科教兴国的基础和前提条件 ,是发展社会主义市场经济的需要。为此 ,应尽快推进户籍制度改革 ,消除城乡居民两种身份制度 ;推进国有企业的人事制度改革和分配制度改革 ;推进社会保障制度改革 ,尽快开征社会保障税 。

There has appeared the sluggish human capital market in China.Therefore,a perfect human capital market is the base for flourishing China with science and education,and the need for developing socialist market economy.So the reform of the household register system should be put forward,the two resident identity forms between town and country should be removed,the personal system and allocation system of the state enterprises should be improved,and the social insurance tax should be levied as soon as possible.
