如何增加农民收入是近年来农村经济发展中遇到的一个难点。文章从经济环境、政策、体制、农民收入结构、农民自身素质 5个方面分析了近年来农民收入减少的原因 ,提出了加大对农村、农业和农民的扶持力度 ;调整农业产业、产品结构 ,搞活市场流通 ;加速农村城市化建设 ,大力发展二、三产业 ,搞活乡镇企业和个体私营经济 ,解决农村剩余劳动力的转移问题 ;根据农民的不同职业和占有资源的不同状况 ,将一部分农民纳入社会保障体系 ;减轻农民负担 ;

How to increase peasants' income has been a hard nut to crack in rural economic development in recent years. Five elements accounting for the peasant's income decrease are analyzed: economic environment, policy, system, peasants' income structure, peasants' personal quality. Some measures are put forward to increase peasants' income: enhancing the aid for rural community, agriculture and peasans readjusting agribusiness and product structure, activating market circulation, speeding up urban construction of rural towns, developing the second and the third industry, vitalizing township enterprises and private economy, promoting the transfer of rural surplus labor force, bringing some peasants into the social guarantee system on the basis of their occupations and resources and properties, lightening the burden on peasants, improving peasants' personal quality.
