论我国财政支农政策的转变

The transformation of financial supporting agriculture policy in China

随着我国农业发展进入新的历史阶段、加入世界贸易组织以及公共财政体制的建立 ,我国财政支农政策必须进行相应的转变。财政支农的目标要从增产转为增收、从直接生产目标转向生态环境目标 ;财政支农的重点应是农业基础设施和生态环境建设、农业科技教育和农业结构调整 ;财政支农的方式应从价格支持逐步向收入支持转变 。

The major approach of the policy should be gradually altered from price support to income support. Preferential taxation policy should be adopted to promote sustainable agricultural development
