摘要
20世纪70年代以来,西方国家掀起了行政改革的高潮,传统的科层制在现代社会中暴露出的缺陷是其内因,经济全球化对整个社会经济、政治、文化造成的冲击波是其外因。本文从以上两个方面探讨当代西方行政改革的动因,并引用当代西方学者归纳出的四个具体的行政改革模式,试图以后科层制为解决问题的出发点,以求对我国正在进行的行政改革中出现的一些"两难选择"提供有益的启示。
Since the 1970s,The climax of the western countries' administration reforms was reached.The internal causes were the traditional bureaucracy's disadvantages under the modem society,and the extemal causes were the shock waves of economic globalization to economy、politics、culture of the society as a whole. With a view to provide our country's administrative reform with some useful suggests.,this essay discusses the reasons for the western countries' administrative reform of the present day from the two aspects which mentioned above,quotes four material patterns of the administrative reform which were concluded by the western scholars,tries to analyze the post-bureaucracy as the start to solve the problem,and with a view to provide useful suggests to the dilemmatic choices among our government's current administration reform.
