The Target, Main Point, Difficult Point of Building a Well-off Society

我国虽然在2000年达到了"三步走"战略所提出的第二步战略目标,人均国民生产总值达到了800美元,但与1991年提出的小康社会内涵中确定的16个个基本监测指标和小康临界值还有一定的差距,因此,党的十六大明确提出了全面建设小康社会的目标。但由于我国城乡之间还存在较大的差别,决定了实现这一宏伟目标的重点在农村;由于我国区域经济发展的不平衡,决定了实现这一目标的难点在贫困地区和中西部地区。

?Although China attained the Second strategic target of the three-steps strategy, which is US800 perman of GDP, but there still some differences from the sixteen basic index of the well-off connotation in 1991,the 16th CPC bring forward the target that China will concentrate on building a high-quality, well-off society in an all-round way. For there is a great gap between the city and county, which decide the main point of the target is county, and China's economic development in areas is not in balance, the difficult point to achieve the target is the poverty and central west area.
