山西省抗旱决策支持系统建设初探

Probe into the Construction of Shanxi Drought -relief Decision Supporting System

山西省属于我国水资源最缺乏的省份之一,旱灾频繁,严重制约着国民经济的持续发展和人民生活水平的提高。因此,建立一个以现代信息技术为基础的、对旱情进行实时/准实时监测的系统,对各级领导准确把握旱情发展,根据灾情预测做出决策,合理调配水资源,减少灾害损失,都有着十分重要的意义。文章论述了建设山西省抗旱决策支持系统的必要性与可行性,介绍了将要采取的技术路线以及该系统实现后的功能。

Shanxi Province is one of the provinces with serious shortage of water resources in China.The frequent drought restricts seriously the sustainable development of national ec onomy and the improvement of people' s living quality.Therefore,establishing a realtime /quasi -realtime drought monitorin g system based on modern information technology possesses very important significance for the leaders at different levels to make decisions according to the forecast of drought conditions and make rational regulation of water resources to re duce the loss caussed by the drought.This paper discusses the necessity and feasibi lity of establishing Shanxi Drought -relief Decision Supporting System,and introduces the technical route that will be taken and the functions of this system aft er being realized.
