乡村民主政治建设的机制创新——农村基层民主与基层政权良性互动

System Creation of Democratic Political Construction in Rural

改革开放以来我国乡村民主政治建设成绩斐然 ,尤其是实行村民自治十余年来更是举世瞩目。受现阶段物质、体制、社会文化、农村基层干部和农民素质等因素制约 ,乡村民主政治发展仍面临诸多障碍。进一步推进乡村民主政治发展 ,亟待创新机制 ,实现农村基层民主与基层政权建设良性互动。当前主要应抓好三个环节。一是依法整合乡村关系 ,调整乡村权力结构 ;二是完善村民自治制度 ,改善乡村治理格局 ;三是扩大村民政治参与 。

Since China's reform, there have been great achievements in democratic political construction in rural areas,especially the village autonomy in the last ten years.Because of the obstacles of material,system,social culture,people's education,there are still some problems in the democratic political development in the rural.New system is needed to have further democratic political development as to react each other on the rural basic democracy and power construction.At present,three points should be emphasized: change the relation between city and countryside by legal to adjust the power in the villages, improve village autonomy system and enlarge the villagers' participation activities.
