摘要
知识资本的重要价值,使原本在经济增长中被忽视或作为一般劳动力资源使用的人才资源,被重新纳入到中国转型理论研究的视野中。中国人才现状堪忧,由于国家教育与科技投入的财力有限,加之体制、政策等方面的制约因素,选择一个有效的人力资源开发战略或运作机制相当困难。而中国经济增长和产业转型取决于人才资源的有效开发和利用,因此,教育体制改革势在必行。
Because of the important value of the knowledge capital,talent resources, which has been ignored or regarded as the general workforce resources in the economic growth, is now being brought into the vision of study on Chinese transition theory again. This paper systematically searches after the talent's current situation, the problems existing in talent resources of China, the 'bottleneck' in educational development, and points out the strategic train of thought that should be sought.
