Through the method of empirical analysis, the paper discovers the defect of commonly used indices of industrial structure variation and presents possible solutions:People must concentrate on the relationship of relative indices and the interdependent conditions and the comparison of the industrial structure variation must be based on the similar stage of the industrial structure development of each nation
