中国是一个人口大国 ,城镇劳动力就业是中国 2 1世纪前期所面临的重大经济和社会问题。发展劳动密集型产业和中小企业是解决城镇就业问题最基本的途径。要正确处理产业技术进步与发展劳动密集型产业的关系 ;注意借鉴通过发展中小企业有效解决就业问题的英国、德国的经验 ;调整和制定促进中小企业成长与发展的政策措施 。

The issue of job opportunities of the labor force in the towns and cities is a significant economic and social problem facing the 21st century China with a large population. A development of labor intensive industry and medium-and-small businesses is a basic way to solve the problem. To this end, the relations between technology progress of industry and the development of labor intensive industry should be properly handled, the experience of Britain and Germany should be properly referred to who effectively solve the problem by developing medium-and-small businesses, and policies and regulations should be modified and framed so as to promote the growth and development of medium-and-small businesses which in turn become the largest absorber of labor force.
