摘要
美国进行文化出口的基本模式是文化企业“冲锋陷阵”,政府“保驾护航”;美国文化产业已经成为美国国际战略中重要的“软权力”;美国一直把WTO当成输出美国价值的工具;美国不制定文化政策恰恰是一种实现“文化霸权”的最为有效的策略;规模经济使美国文化产品具有很强的国际竞争力。中国应该尽快制定文化产业的全球化发展战略;中国文化产业在垄断已经形成的国际贸易格局下,不能任凭国际市场的摆布;在发展文化产业的过程中,地方利益和局部利益应该服从于国家利益。
It is believed by the author of this paper that the basic mode of American cultural exports is first the opening up of foreign markets by American cultural enterprises and then the American governmental protection and support. American cultural industry has actually become an important force in implementing American international strategy which always regards the WTO as a tool for exporting American values. The fact that America doesn't make any cultural policy remains the most effective strategy of realizing its 'cultural hegemonies'. The large-scale production economy has made American cultural products very competitive. Therefore China should as soon as possible make its own globalized development strategy for cultural industry. Under the condition of the monopolized international trades, Chinese cultural industry shouldn't blindly follow the trends of international markets. In the process of developing our cultural industry, the local interest and partial interest should serve the overall interest of the country.
