根据2001年“教育部关于加强高职高专教育人才培养工作的意见”、“河南省高等学校教学工作会议精神”和我校“专业建设发展思路的意见”，从人才市场现状及需求预测对工程造价管理专业能力培养目标、教学改革实践等方面提出切合实际的建设思路。

According to 'Education Burea's Opinions on Reinforcing the Training of Talents, 'Spirits of Henan Provincial High schools Teaching &Working Meeting' and 'Opinions on course construction & Development consideration of our college', this article presents some new practical considerations on the new course 'Engineering Budget Management' from the aspects such as: situation of talents market, talents demanding prediction, goals of major ability training, teaching reform practise, ect.
