高校学报审稿制度是学报质量控制的重要保障,学报审稿制度内涵是什么,认识上和实践中存在着很大分歧,分歧的焦点是评判论文质量的主体。一种审稿制度是以责任编辑为主体评判论文质量,另一种审稿制度是以审稿专家为主体评判论文质量。两者都存在不足之处。以专家审为核心,初审、复审、终审相互联系,相互补充,相互参照的审稿制度,是比较公正、科学、合理并且具有时效性,经济性的高校学报审稿制度。

THe institution for a journal of university or college to go over a manuscript is the important guarantee for the quality control of a journal.On the connotation of which there are difference both in cognition and in practice.The difference concentrates on the principal part who judges the quality of the manuscript.One institution takes the executive editor while another takes the responsible reader as the principal part.Both has their inadequacies.The author suggests to place responsible reader at the core;and to make first ,second and final examinations to be interrelated and mutually complementary and referred to each other.By which the examination will be impartial ,scientific and reasonable and it is economic and is of timeliness.
