Major Obstacles and Strategies of the Development of Science and Technology in Local Colleges and Universities

目前地方高校科技开发工作存在一些障碍,制约科技开发优势的发挥。应转变观念,制定合理的激励政策,走产、学、研之路,多方筹集资金;启动学科建设等方面促进地方高校科技开发工作的开展。

At present,there exist some obstacles in developing science and technology in local colleges and universities.This paper suggests t hat we should speed up its developmen t in terms of five aspects :Adapting o ur way of thingking to the new situation;wo rking out proper incentive schemes;advocating'three -in -one'involving production,learning and research;raising funds in many ways;reconstr ucting disciplines.
