The Development of Distance Education Resources in Regional Learning Centers

摘要 教育资源建设是现代远程教育地方学习中心的一项基础性工程,地方学习中心要通过天网系统、地网系统、校园网络系统、邮递采购网系统收集与整合各种形式、各种内容的教育资源,并为学习者提供有效利用教育资源的学习环境和服务体系。 Regional Learning Centers(RLCs)can be considered as a focus of the modern distance education networks,which is connected by satellites,the Internet and educational services centers.These off-campus RLCs are essential to the succe ssful delivery of distance education services in higher education institutes.T he author of this paper conducted a survey of learners in21county-and city-l evel RLCs in4major cities regarding their learning resources.The results show that RLCs account for90%of distance learners' resources because other sour ces simply are not available due to a number of constraints.To better satisfy t he demands of learners,RLCs should collect,categorize,combine,optimize,int egrate and even transform the media format of self-developed learning resources and those acquired from other insti-tutions.After these procedures are comple ted,the resources can be stored or disseminated.The development of distance e ducation resources in RLCs is therefore an important and fundamental element in modern distance education.The educational resources in RLCs can be classifi ed in terms of content as teaching resources,learning support materials,stud y guides,or resources for interaction and feedback.These extensive and optimal ly-integrated resources have to be delivered in a timely manner for learners' u se.The ultimate goal of RLCs is to provide distance learners with quality educ ational resources and learning-related services.The educational resources of R LCs are collected from satellites,the Internet and the Learning Center Campus In-ternet Systems.Some resources might be acquired through mail as well.The selection,optimization and integration of these resources are the major tasks of RLCs.During the processes,educational,technical and aesthetic consideratio ns have to be carefully taken into account,while the resources should also be d esigned with a clear target user group in mind and be user-friendly.The author concludes by pointing out that RLCs should provide distance learners with a l earning environment and services system in which educational resources can be e ffectively utilized.
