The contemporary China's social development is prompted in the way of reform and openness.The reform of the social system is regarded as the inner dynamics for the development,and the openness as the environment conditions,being the development's dynamics and main means together.In order to further China's social development in the 21 st century,reform and openness must be continued and policy innovation must be emphasized.
