In the reform of higher education,the change of educational ideology is the guide,with the reform of the teaching as the core,and that of the system as the key.At the critical moment of the development toward the new century,colleges and universities are facing with chances and challenges.New system of internal administration should be started and the study of the operational mechanism and the related factors should be strengthened in order to ensure the carrying out of the reform. 1. It should be made clear that the guiding ideology and principle are the prereguisite for the reform of the system of the internal administration.2. A careful analysis of the present situation of the college is an important link in the reform of the system of the internal administration.3.
