上海市政府在国有资产管理方面依托证券市场 ,通过国有资产管理公司充分行使政府作为出资者的权力 ,通过主要对上海上市公司进行资产重组和资本运营来行使国有资产管理权 ,为国有资产管理探索出一条值得借鉴的运行思路。

The attempt of the municipal government of Shanghai to manage the state assets via securities market, namely exerting it's right as an investor through the State Assets Management Companies and exerting it's right as the manager of the state assets through carring out assets reorgnization and capital operation for the listed companies of Shanghai, provides a new way for the management of the state assets that can be used for reference by other regions of China.
