宋教仁是民国初年杰出的政治家。他从当时现实出发,在如何处理中央与地方关系问题上提出了单一集权的主张,并经逐步修正而形成为单一均权制。宋教仁的这一主张不论在当时还是现在都有着十分重要的意义。

Song Jiaoren was a remarkable statesman of the initial stage of the Republic of China. To meet the practical need of the time, he confidently put forward the suggestion of single centralization of state power to handle the relationship between the central and the local authorities. The proposition was gradually amended to be institution of the single balanced power which was and is of great importance.
