On Political Civilization and Development of Socialism

本文论述了政治文明与社会主义发展的关系。作者认为,政治文明及其发展是社会主义社会及其发展的重要特征。在全面建设小康社会时期,政治文明建设和发展的基本内容和要求,就是要使人民当家作主,要使党的领导和依法治国基本方略得到全面落实,人民的各项权利得到保障,人权得到尊重,人民安居乐业,社会秩序良好,从而保证社会经济、政治和文化全面协调发展。而保证实现这些内容和要求的基本条件是民主制度的创新和建设。

This paper makes an analysis of the relationship between political civilization and development of soialism. It is pointed out that the development of political civilization is the important feature of socialist social development.During the constrution of the welloff society, it is the basic content that the development of political civilization is to fulfil the task in the development of people's power, the party's leadership and rule of law. The foundmental work is the construction of regulations and new system during the period. 
