Two questions are concerned mainly in economics, one is the goal of economic activities carried on by people; the other is the restricted conditions to carry it out. The author believes that the ultimate purpose of man's behaviors is absolutely definite whatever the specific goal of human behavior is, and that the basic restricted condition is man's limited life - cost, or, the scarcity of human resources no matter how many restricted conditions there are. Therefore, as a matter of fact, all economic phenomena can be generalized as biological phenomena of human beings. Two single rules, the life's limitation and the limited life's limitless pursuit for happiness, which are opposite but unitary, dominate all the economic activities and the development of economics.
