摘要
文章在邮政实现“三年扭亏”的背景下,针对邮政目前存在的机制落后、成本过高、业务结构失衡的问题,就如何巩固扭亏成果,实现良性循环,提出了创新企业制度、管理机制、激励机制;裁撤机构、减员增效、优化作业组织、降低生产成本实现生产成本社会化;发展物流、广告、金融、保险、电子业务等观点。
This article is written under the background that China Post needs to eliminate loss within three years. In view of post currently faced problems - lagged mechanism, high cost, disequilibrium of services structure - the author puts forth a series of ideas, such as innovating enterprise mechanism, managing mechanism and motivating mechanism; diminishing organizations, laying off employees, in order to improve efficiency, decrease operative organizations, and to reduce the cost of production to realize productive cost socialization; also includes developing new services such as logistics, advertisement, insurance and computerized post services and so on.
