改革开放以来 ,我国道德建设领域面临着许多新情况和新问题 ,其中 ,大学生道德状况的主流是好的 ,但是 ,由于诸多原因的影响 ,在大学生中仍然存在道德“失范”现象 ,这对于大学生个体和整个国家都是不利的。加强大学生道德建设成为高校思想政治教育工作的重要内容之一。《公民道德建设实施纲要》作为推进公民道德建设的纲领性文件 ,必然对大学生道德建设产生重要影响 ,也必然对大学生道德建设的载体———高校思想政治教育工作产生重要影响。

After the reform and opening to the outside world,the ethical construction field in China faced many new situations and problems.One of them is,the main stream of university students'moral is pretty good.But influenced by lots of reasons,there are still some phenomena that lost the moral principles.And they are disadvantageous for individuals and the whole nation.So strengthen the ethical construction becomes one of importance of university students'ideological education.As a programmatic document that promote the citizens'ethical construction,'the Implement Schema of Citizen's Ethical Construction'inevitably have an effect not only on university students'ethical construction,but also on the carrier-university ideological education.
