Establishment of environmental protection “3-yearaction plan”is an originated creative measure of envi-ronmental protection planning work in China andShanghai, the government taking planning and imple-menting as gripe and enriched the environmental ad-ministration methods. The article introduced the lead-ing thought, procedure and important contents of Shang-hai environmental protection “3-year action plan” indetail, and analyzed the implementiong situation. Fi-nally, certain recommendations have been proposed.
