科技企业孵化器发展过程中的问题与对策

Study on problems and countermeasures for the development of sci-tech firm incubator in China

孵化器是培育中小型科技企业的摇篮,是高新技术产业化和区域创新体系的重要组成部分。在分析中国和黑龙江省孵化器发展现状的基础上,论述了现阶段孵化器发展的特点,指出当前中国科技企业孵化器发展正处于从综合性孵化器向多种类型专业孵化器发展转型阶段,将进一步朝着规模化、专业化、网络化和国际化方向发展。同时,针对孵化器发展中存在的数量不足、政策滞后、发展不平衡、盲目建设等问题,提出了营造孵化器发展环境、增加孵化器数量、提升现有孵化器服务功能、推进孵化器国际化的发展战略。

The incubator is the cradle of breeding small and middle sci-tech firms,and is the critical part of high-tech industrialization and regional innovation system.This paper,on the basis of analyzing the domestic and Heilongjiang's situation of incubator development,presents its feature,reveals that its development is transferring from comprehensive incubator to multi-type specialty incubator,and is going forward to mass-scale,specialty,network,and internationalization.Finally,in view of the problems of incubator-limited amount ,lagging policy,unbalanced development ,and blind construction,this paper shows the strategies such as building the environment of incubator development,increasing the incubator scale,improving incubator service function,and promoting incubator internationalization.
