从入世到金融业的全面开放,有5年的过渡期。这5年是中国金融业迎接金融国际化挑战,全面深化金融改革,强化金融监管,提高防范和化解金融风险能力,确保金融安全的关键5年。因此,要加快金融立法,建设社会信用基础,稳妥推进金融混业经营,构建金融风险预警体系,建立良好用人机制以及更新技术设备等,以保障民族金融业安全高效运行,促进国家经济安全。

Five years will serve as the transition period from the entry of WTO to the gradual opening of financial industry. This is a crucial period for China's financial industry because it has to meet the challenge from the international financial globalization, to deepen the overall financial reform and to intensify the financial supervision in order to guarantee the financial security. In this light, we must quicken the financial legislation, lay the foundation of goodwill, steadily encourage the integration of financial operations, build the monitor system of the financial crises, establish a sound personnel mechanism and renew the equipment so as to ensure the efficient operation of the national financial industry and improve the national financial security.
