探析科技项目招投标

A Brief Analysis of the Public Bidding of Programs of Science and Technology

加入 WTO后 ,我国政府对企业技术创新的支持将受到挑战和机遇 ,作者在充分研究 WTO有关规定的基础上 ,提出实行科技项目招投标管理将有利于政府在不违反有关规定的基础上 ,引导企业成为技术创新的主体 ,并对科技项目招标管理过程中可能出现的问题进行了详尽的分析。

After being a member of WTO, challenges and opportunities exist together for Chinese government. Some kinds of fund from government which are used to encourage enterprises to impove technology will be restricted by the relative roles of WTO. After studying the rule of WTO, the author believes that the public bidding of science and technology subject is the best way to guide enterprises to impove technology, and the possible problems are analyzed in detail.
