摘要
公共部门隐性腐败是指公共部门工作人员滥用事务性权力谋取个人利益的行为 ,其成因在于个别公共部门工作人员经济人属性的膨胀、政治人属性的弱化以及道德人属性的扭曲。因而 ,治理隐性腐败也需要从这三个方面采取综合措施。
The roots of Intangible corruption behaviours lie in the over-expansion of their attributes as economic man, the weakening of their attributes as political man and the distortion of their attributes as ethical man. Therefore, comprehensive measures should be taken to from these three aspects to eliminate intangible corruption
