On the Cruxes and Channels for Optimizing Industrial Structure——A Concurrent Discussion on the Coordination of the Multiple Investment Mechanisms Controlled by Local Governments

今年三月,国家发布了《国务院关于当前产业政策要点的决定》。这是我国首次发布产业政策。它不仅为我国调整产业结构指明了方向,而且为国家加强投资干预提供了政策依据,应该说具有划时代的意义。但是,我们也应该看到,我国产业结构的现状和体制对调整产业结构会带来很大的困难和干扰,决非制定政策那样容易。如何面对现实,找到较好的优化产业结构的出路,乃是我国投资与建设领域中需解决的十分紧迫的重大课题。
