党的各级领导干部应按照“三个代表”的要求 ,科学认识和正确对待手中的权力 ,牢固树立正确的权力观 ,始终坚持立党为公、执政为民 ,全心全意为人民服务 ,自觉抵制腐朽思想的侵蚀 ,坚决遏制权力的滥用。同时 ,要通过提高政治素质和道德素质、完善对权力的科学管理体系和制度机制、建立对领导干部行使权力的监督制约机制、增强对滥用权力的威慑力等措施 ,确保领导干部正确行使人民赋予的权力。

Leaders of the Communist Party at various levels should be in line with the demands of 'Three-Represents', treat the power in a scientific way and firmly set up a correct consideration of right, serving the people heart and soul. They should consciously resist the corrupt thought and curb the abuse of right. Meanwhile, In order to ensure the leaders correctly to carry out their right empowered by the people, their qualifications in both politics and moral should be improved, a scientific management system and system mechanism of the right should be perfected, a system of supervising the leaders when they carrying out their power should be established, and the actions of abusing right should be stopped.
